The Aeronautical Information Service that is a part of the Oro navigacija AB of Lithuania, ensures the flow of information essential for the safety, regularity and efficiency of international and national air navigation within the area of its responsibility as indicated under GEN 3.1.2 below. It consists of AIS Headquarters and Vilnius ARO with integrated International NOTAM Office (NOF).

The service is provided in accordance with the provisions contained in the ICAO, Annex 15 - Aeronautical Information Services.
The Aeronautical Information Service is responsible for the collection and dissemination of information for the entire territory of the Republic of Lithuania and, in accordance with the regional air navigation agreement, for the airspace over the high seas encompassed by the Vilnius FIR.
The aeronautical information is provided in the form of the Aeronautical Information Products consisting of the following elements:
The AIP is the basic aviation document intended primarily to satisfy international requirements for the exchange of permanent aeronautical information and long-term temporary changes essential for air navigation.
The AIP of the Republic of Lithuania is available only in electronic form (eAIP) and is published in Lithuanian and English for use international and domestic operations. eAIP can be downloaded from company’s website www.ans.lt.
Amendments to the AIP are made by issuing replacement AIP issues. Each AIP issue contains:
All elements of the Integrated Package are available in printable pdf format that can be opened with Adobe Reader.
A brief description of the subjects affected by the amendment is given on the AIP Amendment cover sheet.
Each AIP amendment cover sheet includes references to the serial number of the elements, if any, of the Integrated Aeronautical Information Package which have been incorporated in the AIP by the amendment and are consequently cancelled.
AIP sections have a check box in the top right corner, which allows to graphically display changes. The changes in the eAIP are identified by a pink background for AIRAC AMDT and blue background for regular AIP AMDT, whereby removed text is barred with a horizontal line.
Each AIP AMDT and each AIRAC AIP AMDT are allocated a separate serial number which is consecutive and based on the calendar year. The year, indicated by four digits, is part of the serial number of the amendment, e.g. AIP AMDT NNN/YYYY; AIRAC AIP AMDT NNN/YYYY.
A checklist of AIP pages containing page number/chart title and the publication or effective date (day, month by name and year) of the information is reissued with each amendment and is an integral part of the AIP.
Temporary changes of long duration (three months and longer) and information of short duration consisting of extensive text and/or graphics, supplement the permanent information contained in the AIP and are published as AIP Supplements (AIP SUP). Operationally - significant temporary changes to the AIP are published in accordance with the AIRAC system and its established effective dates, and are identified clearly by the acronym AIRAC.
AIP Supplements, which are published between publications of two AIP AMDT, are distributed to subscribers e-mail address. Each AIP Supplement (regular or AIRAC) is allocated a serial number which is consecutive and based on the calendar year. The year, indicated by four digits is a part of the serial number of the SUP, e.g. AIP SUP NNN/YYYY; AIRAC AIP SUP NNN/YYYY.
The AIP Supplement is kept in the AIP as long as all or some of its content remains valid. The period of validity of information contained in the AIP Supplement will normally be given in the supplement itself. Alternatively, NOTAM may be used to indicate changes to the period of validity or cancellation of supplement.
The checklist of AIP Supplements shall be issued at intervals of not more than one month, as part of the checklist of NOTAM and also with distribution as for the AIP supplements.
The Aeronautical Information Circulars (AIC) contain information on the long-term forecast of any major change in legislation, regulations, procedures or facilities; information of a purely explanatory or advisory nature are liable to affect flight safety; and information or notification of an explanatory or advisory nature concerning technical, legislative or purely administrative matters. AICs are divided by subject and are issued in two series (A and B). AIC Series A contains information affecting international civil aviation and is given international distribution, while AIC Series B contains information affecting national aviation only and is given national distribution.
Each AIC is numbered consecutively within each series on a calendar-year basis. The year, indicated by four digits, is a part of the serial number of the AIC, e.g. AIC A NNN/YYYY; AIC B NNN/YYYY.
AICs, which are published between publications of two AIP AMDT, are distributed to subscribers by e-mail address.
A checklist of AIC currently in force shall be issued at least once a year, with distribution as for the AIC.
NOTAM contains information on the establishment, conditions or changes of any aeronautical facility, service, procedure or hazard that could affect the safety of the flight. NOTAM serves to distribute urgent and unpredictable information of operational significance and, in general, of a temporary nature and short duration. NOTAM can also distribute permanent or temporary long duration information regarding operationally significant changes, when these are made at short notice due to time constraints for publishing an AIP AMDT or AIP SUP. Such NOTAM will be superseded, as soon as possible, by AIP AMDT or AIP SUP, as necessary.
NOTAM is transmitted by Aeronautical Fixed Service (AFS).
The text of each NOTAM contains the information in the order shown in the ICAO NOTAM Format, and is composed of the signification/uniform abbreviated phraseology assigned to the ICAO NOTAM Code, and complemented by ICAO abbreviation, indicators, designators, call signs, frequencies, figures and plain language. NOTAM is distributed in series which are identified by the letters A, B and S.
Series A contains information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential to personnel concerned with flight operations and which are of significance for international flights. NOTAM series A is available in English are distributed internationally.
Series B contains information affecting national aerodromes. NOTAM series B is available in English and are distributed internationally.
Series S (SNOWTAM) means a special series NOTAM given in a standard format, which provides a surface condition report notifying the presence or cessation of hazardous conditions due to snow, ice, slush, frost or water associated with snow, slush, ice, or frost on the movement area. SNOWTAM are prepared in accordance with PANS-AIM (Doc 10066) Appendix 4 by individual international aerodrome with separate numbering which starts from the beginning of the year, separately for each aerodrome and are distributed by the International NOTAM Office (NOF). Details are given in the Snow Plan in the Aerodrome Part (AD 1.2, 1.2.2 Section) and in Aeronautical Information Circular AIC series A published annually by the winter season.
Pre-flight Information Bulletins (PIB), which contain recapitulations of current NOTAM and other urgent information for the operator/flight crews, are available from the Vilnius ARO by e-mail.
Several types of PIB can be obtained:
PIB are available in English for IFR and VFR flights (NOTAM coverage).
The PIB can be obtained by e-mail, as well as picked up at the Vilnius ARO or printed out at the self-briefing terminal.
The PIB can be prepared independently using the Home Briefing module on the website www.ans.lt.
A checklist of valid NOTAM is issued monthly via AFS. It contains the list of valid NOTAM and information about the valid AIP AMDTs, AIRAC AIP AMDTs, AIP SUPs and AICs.

In order to control and regulate the operationally significant changes requiring amendments to charts, route-manuals etc., such changes, whenever possible, will be issued on predetermined dates according to the AIRAC System. This type of information will be published as an AIRAC AIP AMDT or an AIRAC AIP SUP. If an AIRAC AMDT or SUP cannot be produced due to lack of time, NOTAM clearly marked AIRAC will be issued. Such NOTAM will immediately be followed by an AMDT or SUP.
AIRAC information will be issued so that the information will be received by the user not later than 28 days, and for major changes not later than 56 days before the effective date. All operationally significant changes published by AIRAC AIP AMDT or AIRAC AIP SUP are additionally announced by “Trigger” NOTAM. At AIRAC publication date (42 days before the AIRAC effective date), a trigger NOTAM will be issued giving a brief description of the contents, effective date and reference number of the AIRAC AIP AMDT or AIRAC AIP SUP that will become effective on that date. Trigger NOTAM will remain in force in the PIB during 14 days after the effective date.

If no information was submitted for publication at the AIRAC date, a NIL notification will be issued by NOTAM not later than one AIRAC cycle before the AIRAC effective date concerned.

The PIB is prepared by the European AIS Database (EAD). The coverage area of EAD PIB-service is sufficient to cover the needs of international air traffic departing from Lithuania.
